Default Ceilings don't cover the entire room.
Sims 4 room system makes me mental. As the picture shows, I can't have a ceiling above the open stairwell because it's not defined as a room. I have no clue why, because the entire thing is surrounded with fence except the stair landing.

Was it because I sledge hammered away the floor to make the opening?

Found the solution:
- Go to the floor above the hole
- select the room
- click the yellow boarder
- Select: "build ceiling".
